Zeng expressed sincere solicitude on behalf of the Party central committee and the State Council. He urged the workers to implement the scientific outlook on development, strengthen the service capacity of basic surveying and mapping, apply new and high technology in national key projects, make wider application of surveying and mapping results, and upgrade service level to meet the requirements of social and economic development. 　　

Zeng stressed on production safety and the use of new technology and equipment to reduce labor intensity. He urged the workers to increase their awareness of self-protection to protect their safety. Zeng called for governments at all levels to support surveying and mapping work, upgrade the equipment, and improve the living conditions of the workers. 　　

Zeng encouraged surveying and mapping professionals to carry forward the tradition of “loving the country, loving the career, working hard and making selfless contributions”, and produce quality and precise geographic information to greet the 17th Party Congress. 　　

Lu Xinshe expressed the appreciation on behalf of all the surveying and mapping professionals of the country to the concerns over them from the Party central committee and the State Council. He pledged to carry out the instructions of Vice Premier Zeng and do a good job in surveying and mapping work, give special attention to work safety, and score remarkable achievements to repay the concerns of the Party central committee and the State Council. 　　Accompanied were also Zhang Ping, Deputy Secretary General of the State Council, Lu Hao, Party Secretary of Gansu Province, Xu Shousheng, Governor of Gansu and other leaders of relative departments of the State Council.
