A Memorandum of Understanding on Cooperation was signed on February 15, 2008 by Li Zhigang, Director General of Heilongjiang Bureau of Surveying and Mapping, Gert van der Burg, Director of Geomatic Business Park of the Netherlands(GBP), and Sjaak Beerens, Director External Affairs of the International Institute for Geo-information Science and Earth Observation (ITC).

The three parties intended to conduct cooperation in the marketing of geo-information services, technical innovation, development of new products, and personnel training. It is expected that technical exchange, and development, application and services of new geo-information products will be strengthened through the association of the three geo-information giants.
