The Office of General Administration (Department of International Cooperation) has the following main functions:

1、To coordinate the administration of the SBSM headquarters and the work of all the departments;

2、To organize general or special policy studies;

3、To draw out working regulations and action plans for the SBSM headquarters, and supervise and urge the implementation;

4、To undertake the press publicity, conference organizing, file processing, external communication, documentation, secretarial services and security management;

5、To carry out international cooperation and exchanges;

6、To guide the operations of the China Surveying and Mapping News and the China Surveying and Mapping magazine;

7、To guide the work of the Logistic Service Center for the SBSM headquarters and the office automation work of the Administrative Information Center of SBSM.

  

  

The Department of Finance (Department of Planning) has the following main functions:

1、To study and put forward surveying and mapping development strategy;

2、To organize and work out the mid and long term plan for surveying and mapping, the national basic surveying and mapping plan, the key surveying and mapping production technology upgrading plan, and the plan for key surveying and mapping engineering projects;

3、To manage the national surveying and mapping operation budget, earmarked funds and extra-budgetary funds;

4、To supervise the implementation of State Asset projects of the surveying and mapping system and key capital construction projects of SBSM;

5、To guide the housing system reform of the surveying and mapping system and the statistical work of the Administrative Information Center of SBSM.

  

  

The Department of National Land Survey has the following main functions:

1、To conduct studies on basic surveying and mapping development and draw out the administrative rules and regulations for national basic surveying and mapping;

2、To draw out the national plan for basic surveying and mapping and put forward the annual plan for national level basic surveying and mapping;

3、To organize the development and management of unified national surveying and mapping reference framework and systems, and supervise the surveying and mapping technology;

4、To organize and coordinate national basic surveying and mapping projects and data acquisition from aerial and space images;

5、To administer international boundary survey, administrative boundary survey, cadastral survey and other national or key surveying and mapping projects;

6、To manage, organize and coordinate the development of the national fundamental geographic information system;

7、To guide technological innovations, and organize and manage key technological projects and popularization of technological achievements in surveying and mapping;

8、To organize and manage national surveying and mapping standardization;

9、To supervise national surveying and mapping quality control and metrological verification;

10、To undertake production safety management in surveying and mapping system.

  

  

The Department of Industry Management (Department of Policy and Legislation) has the following main functions:

1、To draft and organize the implementation of the surveying and mapping legislation strategy plans and annual plans;

2、To draft surveying and mapping administration rules and regulations, and formulate industry management policies;

3、To coordinate administration in accordance with law in the surveying and mapping system;

4、To manage national surveying and mapping licenses, verify licenses of Class A surveying and mapping organizations, and guide and regulate surveying and mapping market;

5、To supervise national protection and management of surveying markers;

6、To undertake management of surveyors’ certificates;

7、To guide and supervise law enforcement, investigate serious law violation cases, and publicize law and regulations in surveying and mapping;

8、To handle with administrative appeals.

  

  

The Department of Surveying and Mapping Results Management and Application (Department of Map Management) has the following main functions:

1、To draw out regulations and policies in surveying and mapping results management and application and map management;

2、To put forward strategy plans and annual plans in surveying and mapping results management and application and map management;

3、To study and formulate policies in geographic information sharing and geographic information industry development;

4、To supervise the management of national surveying and mapping results and the verification of important geographic information;

5、To administer collection of surveying and mapping results, and to guide management of surveying and mapping archives;

6、To guide and supervise national security management of surveying and mapping results;

7、To examine and approve provision of surveying and mapping results to foreign parties and non-commercial surveying activities by foreign organizations or individuals in China;

8、To manage map production, verify geographic names on maps and examine maps for the public.

  

  

The Department of Personnel has the following main functions:

1、To undertake management of posts, personnel and working wages of the SBSM headquarters and institutions directly under SBSM and management of national public servants;

2、To draw out policies and regulations of working wages, labor insurance and welfare in the surveying and mapping industry;

3、To formulate personnel development strategy, and organize and guide personnel training and education;

4、To administer and guide development of professional skills in the surveying and mapping industry.
