1. Make great efforts in the implementation of the plan to promote the building of the geospatial framework for digital China

　　In the implementation of the surveying and mapping plans, we will make great efforts to carry out the Outline of National Plan for Medium to Long-term Basic Surveying and Mapping Development and the Outline of the Eleventh Five-Year Plan for Surveying and Mapping Undertaking Development, complete formulating the plan of basic surveying and mapping at provincial level, strengthen the guidance on formulation of the basic surveying and mapping plan at city and county levels, continuously give supports to the surveying and mapping work in remote and minority ethnic areas, and revise some standards and rules on surveying and mapping results. .

　　In the building of the geospatial framework for digital China, we will concentrate on the 1:50,000 topographic mapping of western areas and the updating of the 1:50,000 database of the national basic geographic information system, make efforts in the Sino-Vietnam border and Sino-Nepal border survey and the building of the information system of border management jointly with the Ministry of Foreign Affairs, build up the network of the Chinese mainland structure and environment monitoring, speed up the 1:10,000 database of basic geographic information at provincial level, strengthen the overall arrangement of basic surveying and mapping, enhance the integration of multi scale databases of geographic information, make study on the measures of building the unified platform of geographic information for government use, speed up the building of the geospatial framework for digital regions and digital cities, and continue conduct pilot projects in this respect.

　　In the building of basic surveying and mapping facilities, we will make a bid for the project of high resolution stereomapping satellite, the project of building national surveying data systems, and the project of islands surveying. We plan to complete the project design of surveying and mapping archiving and submit it for approval by the end of this year.

　　2. Improve institutional systems to strengthen the overall supervision and administration of surveying and mapping

　　In surveying and mapping administrative systems, we will coordinate with relevant departments to improve the four-level surveying and mapping administrative systems to carry out the administrative functions, further clarify the responsibilities of the competent departments of surveying and mapping at all levels, and strengthen the guidance and supervision of this sector.

　　In the building of surveying and mapping legal system, we will make efforts in checking and examination of the Regulations on Basic Surveying and Mapping, the Regulations on Map management, and the Regulations on Basic Marine Surveying and Charting, and in the drafting of the Regulations on Surveying and mapping Quality Supervision and Management, and the Regulations on Protection of Surveying Markers(revised edition). We will further promote the implementation of the Surveying and Mapping Law, rectify and regulate the geoinformation data market, and carry out the responsibility system for law enforcement to ensure the implementation of surveying and mapping laws and regulations.

　　In supervision, we will improve the systems for the distribution and management of surveying and mapping results, strengthen the follow-up checking and supervision of the users of surveying and mapping results, improve the system of examination and publication of important geographic information and data, make rectification with relevant departments on network maps and websites providing geographic information services, strengthen the supervision on surveying and mapping activities conducted by foreigners, strengthen the supervision and management of the quality of surveying and mapping results, enhance the follow-up supervision on the administrative licensing of surveying and mapping qualification, and establish surveying and mapping market credit system.

　　In administration according to law, we will follow the Five-year Plan to compel the surveying and mapping sector to carry out administration according to law, push forward online acceptance and approval of administrative licensing, practice public notice system of surveying and mapping licensing, and make surveying and mapping laws and regulations widely known to the public.

　　3. Provide good service for the central tasks and upgrade the appliocation and service level of surveying and mapping results

　　In co-construction and sharing of geographic information, we will strengthen cooperation with relevant departments to promote the mechanism of geographic information sharing, provide timely service of geographic information data, and make full use the advantages of geographic information in the management of public affairs and in dealing with problem arising in social and economic development. We will further improve the coordination and data sharing with the army surveying and mapping department in aerial photography, build the platform for navigation map resources sharing and the geoinformation platform for anti-terrorist use.

　　In the application of basic surveying and mapping results, we will make effort to improve the public service system and upgrade the service level, provide good services for such key tasks as building socialist new countryside, regional coordinate development, resource exploration, and environmental protection. Supports will be provided for the second national land survey, and the building of platform of land resources information. Investigation and survey on the Great Wall resources will be conducted jointly with department of cultural relics. We will improve the system for the publication of surveying and mapping results catalogue, develop more maps for public use, and set up authoritative websites of maps for the public to expand geoinformation service.

　　For the healthy development of geographic information industry, we will improve policies on surveying and mapping results secrecy to make a good balance between the development of surveying and mapping results and secrecy, solve problem concerning secrecy of public and network maps, enlarge the scope of geographic information application, work out policies to provide guidance and supervision for the development of geographic information industry.

　　4. Stimulate scientific innovation to accelerate the building of IT-based surveying and mapping systems

　　In the development of the system for technical innovation, we will make efforts to obtain more supports in both policies and funds, strengthen the building of key laboratories and post doctoral stations, promote the development of the system for technical innovation, and encourage the transformation of domestic software and research results into production to improve the production force.

　　In the development of IT-based surveying and mapping systems, we will make efforts in the organization of research on IT-based data processing system, service system, the building of geospatial framework for digital China, establishment of modern surveying and mapping data, the application of high resolution mapping satellite to promote the progress of IT-based surveying and mapping systems.

　　To promote the development of surveying and mapping standardization, we will follow the Eleventh Five-year Plan of National Geographic Information and the Eleventh Five-year Plan of National Surveying and Mapping, make efforts in the supervision and coordination of the standards of surveying and mapping and that of geographic information, further improve the standardization system of surveying and mapping and that of geographic information, and strengthen the efforts in the formulation of the standards of national basic geographic information.

　　5. Strengthen training of personnel and enhance the cohesion and combat effectiveness

　　We will implement the spirit of 16th party congress, carry out the scientific outlook on development, strengthen the ideological and political work and governance capability of surveying and mapping departments at all levels, improve the Party’s style of work, focus on combating corruption, urge surveying and mapping departments at all levels to further change their concept, working style, and functions.

　　In personnel training and development, we will further improve the system for managing personnel, continue the programs of personnel training and development, work out rules on professional posts appraisal, push forward reform of the employment system, and start the work of identification of certified surveyors.

　　In the development of culture and spiritual civilization, we will strengthen ideological and political education of the staff, create harmonious organizations and sector, improve the system for news releasing, and provide surveying and mapping supports for the building of socialist harmonious society and well-off society.
