Digital and Smart City
With full coverage of the geographic information resources in the entire territory of China at the core, the thorough information sharing mechanism as the guarantee and the high-speed Internet as the support, digital China is designed to fully advance the integration of services and social application of geographic information resources and strive to boost the construction of national economy and social information. By the coverage area of geographic information, digital China consists of digital province (autonomous region), digital city, digital county (county-level city), digital town, digital community as well as digital ocean and digital river basin, etc.
In May 2000, NASG officially put forward the idea of building digital China, and made it the general objective and primary task of the Chinese surveying & mapping sector in the future, and listed it in its surveying & mapping outline for the 10th “Five-year Plan” period. In 2006, NASG launched the western mapping project and the 1:50k data updating project. Symbolizing the preliminary completion of digital China and representing a key milestone in the Chinese history of development of surveying & mapping geographic information.
To promote the application of the geographic space framework in the informatization and the urbanization process of China, since 2006, NASG has actively promoted the construction of digital city. As of the end of 2012, the construction of digital city had been carried out in 311 prefecture-level cities and more than 40 county-level cities and 158 digital cities had been completed and put into operation, and the results had been widely applied in over 60 fields including land, planning, city management, public security, emergency response, environmental protection, health, real estates, industry and commerce, water conservancy, meteorology and public services, etc. It is estimated that, by 2015, all of the 334 prefecture-level cities (excluding Hong Kong, Macao and Taiwan) in China will have started their construction of digital city and a total of 230 digital cities will have been completed and put into operation, and the digital city construction will further speed up in qualified county-level cities.
To further propel the urban informatization process and better meet the demands for automation and intelligentization of urban operation, management and services, in 2012, NASG launched the pilot and promotion project of smart city, released “Notice concerning Carrying out the Pilot Project of Smart City Spatio-temporal Information Cloud Platform Construction” and started the work. As a geographic information service platform featuring thorough perception, extensive interconnection and intelligent decision as well as more flexible, safer and more reliable services, smart city spatio-temporal information cloud platform is designed to collect various urban spatio-temporal information in a real-time manner through new hi-tech means such as ubiquitous network, sensing equipment and intelligent computing, etc. It is an important spatial information infrastructure for smart city construction. As an upgrade of digital city, smart city is supported by spatio-temporal information and relies on modern information technologies such as IOT and cloud computing, etc. It materializes human knowledge, under information-based conditions, into various activities including urban planning, design, construction, management, operation and development, eliminating or reducing the dependence on manual operation, improving organic synergy and optimizing the combinations as required.
