Management of Corporate Surveying & Mapping Qualifications
In 1995, NASG released “Regulations on Surveying and Mapping Qualification Certification” to start implementing the surveying & mapping market access system. Subsequently, it revised and improved “Management Regulations on Surveying & Mapping Qualifications” and “Grading Standard of Surveying & Mapping Qualifications”. China’s corporate surveying & mapping qualifications are divided into 4 levels, namely, A, B, C and D, and in terms of specialty, divided into geodetic surveying, surveying & mapping aerial photogrammetry, photogrammetry and remote sensing, engineering surveying, cadastral surveying and mapping, house property surveying and mapping, administrative region boundary line surveying and mapping, geographic information system engineering, map compilation, navigation electronic map making, ocean surveying & mapping and Internet map services, etc. An organization that is engaged in surveying & mapping activities shall conform to the requirements specified in the general standards and corresponding professional standards, including the conditions in terms of subject qualification, professionals, instrument & equipment, workplace, quality management, archives & secret management and surveying & mapping performance, etc.
NASG is responsible for examining and approving Class-A surveying & mapping qualification and issuing Class-A “Surveying & Mapping Qualification Certificate”. The competent administrative department under the people’s government of a province, an autonomous region or a municipality directly under the Central Government is responsible for accepting applications for Class-A surveying & mapping qualification and put forward opinions of primary examinations, accepting applications for Class-B, Class-C and Class-D surveying & mapping qualifications and making decisions on approval and issue corresponding “Surveying & Mapping Qualification Certificate”. The competent administrative department under the people’s government of a province, an autonomous region or a municipality directly under the Central Government may entrust the competent surveying & mapping administrative department under the people’s government of a city (prefecture) to accept the applications for Class-B, Class-C and Class-D surveying & mapping qualifications made under its jurisdiction and put forward opinions of primary examinations. NASG and the competent surveying & mapping department of PLA are responsible for examination and approval of the application of foreign organization or individual for surveying and mapping in China.
As of the end of 2012, a total of 12,000 surveying & mapping geographic information units had acquired surveying & mapping qualifications according to law.
